I have the honour to submit for

the signification of His Majesty's pleasure the following

· Ordinance entitled:-

An Ordinance to secure the better training of

Midwives and to regulate their practice.

(No. 22 of 1910.)

The customary report by the

· Attorney-General is enclosed.

This legislation has been prompt-

-ed by a recent case which formed the subject of a criminal

prosecution, in which a Chinese woman without any training

practised as a midwife under the English name of her

Australian husband, and grossly mismanaged a case in which

a Portuguese woman was confined.

It is impossible at the present

time to apply the provisions of the Ordinance to native

midwives who practise among the native population only.
